The $Excel Cell Row$ and its relationship to headers

When looping through an excel document, I seem to find that $Excel Cell Row$ contains the ordinal of the row being processed as opposed to the row number in absolute Excel terms. For example, if I have three rows and define the first row as being a header and then get all cells and loop over them, I find that the first of my data rows has an $Excel Cell Row$ value of 1 and the second of my data rows has an $Excel Cell Row$ value of 2. I had expected them to have row values of 2 and 3 ... since these data rows actually exist in rows 2 and 3 of the spreadsheet.
